Weaknesses:
Much like an alcoholic, you could say Hal's addicted to blood. He doesn't like being around it because it tempts him to revert to the monster he was. Even hearing someone's heartbeat is enough to unnerve him. Drinking blood causes him to lose himself. Kia-Ora and other sugary drinks are similar in that they make him hyper and manic.
He's also dreadful at social interactions, mainly because he'd rather keep himself away from people to protect them and himself, but also because he's a bit of a prat. Pretty women were his main predilection when he was bloodthirsty so he's especially scared of prolonged interaction with them.
He's obsessive compulsive, brought on by his need for control over his environment and himself, and his time with Leo has instilled in him all sorts of little rituals including the extreme need for order and cleanliness. A dirty room will undo him unless he's able to tidy it up. He'll get stuck doing minute tasks until they're done perfectly. All the labels on the catsup bottles have to be facing the same way. And so on.
A stake to the heart will kill him, though because he's an Old One crosses, sunlight and the like don't affect him as they might younger vampires. Werewolf blood is like acid to a vampire, being extremely toxic and leaving burns wherever it touches skin.
Though it hasn't really been tested in canon, I'm going with he's not old enough to be able to walk into homes or private rooms uninvited. The only vampires we've seen do this in the show are either at least 1,000 years old or face severe physical damage.
Mundane Strengths/Abilities:
Hal's hobbies include embroidery, origami, and playing the piano and the lute. He's also got 500-ish years of life experience and the corresponding historical knowledge.
Sensitivity/Magical Ability:
Vampires from Hal's canon can see, speak to, and even be physically affected and touched by ghosts. In addition, they have extraordinary hearing and smell, able to actually hear the pulse of blood inside human veins and sniff out werewolves in human form. Vampires aren't required to eat or drink anything, including blood; it is more of an addictive substance to them that it is possible, but painful, to abstain from. Vampires cannot be photographed, captured on film, or seen in mirrors. They are able to heal quickly and completely from anything short of extreme injury or a staking. They have superhuman strength and endurance.
Reverse-permissions:
Hal is a vampire, and though he is struggling to get over his bloodthirst, sometimes he may... lapse a little. Please let me know your feelings on the following:
-Biting your character (Please specify if a) your char can be bitten; and b) how severe it can be. Vampire bites can range anywhere from a simple nick to complete drainage of blood. And as an added bonus option, siring!)
-Killing your character
-Re-arranging your character's sock drawer
-Entering a room your character lives in (Keep in mind he will have to be invited in to any private living quarters. Technical public spaces they are just bunking in would be exempt. So let me know if your character's sleeping area would canonically be off-limits and thus require invitation from your character for Hal to enter.)

Re-arranging your character's sock drawer: If he had a sock drawer Hal could rearrange it his heart's content. Since he doesn't, alas, I will simply say if there's anything else that might work along the same lines, have at it.
Entering a room your character lives in: Currently he doesn't have any private living quarters, just crash space in the Stables as weather permits. Again, if this changes I'll let you know.
Also if you are so inclined at some point, Jamie actually has a reverse permissions post of his own here because experiments are fun and I am terrible. But you knew that. :3

Nobody has a sock drawer. Giotto is the only one with more than one set of clothes, and that's due to him picking up a penchant for wrecking his suits.
On the reverse side, a lot I can poke you over during-thread; Kuja has magic but downplays it, Giotto's OBNOXIOUSLY psychic and senses intentions/will/bits of emotional state/can ID people by their "presence", Mukuro is a gigantic ball of weird that depends on when you're talking to him, and Soma is Also Known As Derpula.
